Greater Downtown Area Plan

A long-range plan organizing the greater downtown into seven distinct districts — including an 'Innovation and Incubation' district along Veterans Boulevard and Broadway envisioned as a mixed-use employment hub for startups, advanced manufacturing, and research. A preferred plan framework heads to City Council in fall 2026.

Adopted unanimously in December 2025, this plan defines outcomes and city actions for greater upward economic mobility, with implementation beginning in 2026.

When & where decisions happen

The Redwood City Council meets regularly at City Hall, 1017 Middlefield Road, with public comment at every meeting. The Greater Downtown Area Plan process includes dedicated community workshops and input opportunities throughout 2026.
